re-organize notes section

- remove footer link
- add menu link on top
- create listing index page in /notes
- create subpages (cooking, openbsd)
- remove password auth (static/notes/.htaccess)

update extended footer (removes i18n dir) and makes it hardcoded in english

→ but that would have been the way to make this available in more languages I guess…
